Michael attended session #16 of the Alaska Law Enforcement Academy in Sitka, Alaska and is a graduate of the FBI National Academy session #251. He holds a bachelor’s degree in organizational management, a master’s degree in public administration, and is a certified police instructor in multiple subjects. Michael is a retired chief of police/public safety director with over 23 years of progressive law enforcement experience and a demonstrated history of successfully leading and managing a public safety department staffed with 34 paid employees and 25 volunteers. He is an effective communicator experienced with criminal and civil investigations, improving workplace safety, and establishing effective employee selection and retention processes.
As the lead manager, Michael was responsible for the development and implementation of rules, policies, and procedures related to the day-to-day operations and goals and objectives of the department, which was comprised of a police division, a community jail, a dispatch center, a contract DMV office, and a fire and emergency medical service division. Michael reviewed and determined equipment/resource needs to effectively provide public safety services to the citizens of Unalaska and developed and implemented the department’s annual $6 million budget. Michael investigated all allegations/complaints involving potential employee misconduct, oversaw all department personnel matters, and established standards for recruitment, hiring, training, and promotion of staff.
Michael also functioned as the Emergency Management Coordinator for City of Unalaska; managing and directing the activities of various agencies involved in mitigation, preparedness, response, and recovery from a disaster occurring within the City of Unalaska.
